Can I Manage a Seedbox through Windows Explorer?

It's possible but why would you want to - if you want to send files to the seedbox ensure that OPENSSH Server is installed on your Windows system (it's available from the install extar options) and its enabled and started automatically at boot time (see the services menu).
Then with Filezilla you can send files to the seed box (or logon to seedbox via SSH) and upload your torrents (No TORRENTING ITSELF IS NOT ILLEGAL !!!!!! just be careful what you make available).
Of course if the seedbox has a GUI then install a decent torrent client such as deluge (or deluge-gtk it might be called on some systems) and you can manage the whole box from Windows using VNC (you'll need to install that on Windows and on the seedbox).
Using filezilla to upload files to the seedbox is a good idea since using sftp the files are encrypted and so the ISP can't see what's being up / downloaded. Filezilla has a nice GUI interface soo you can easily see directories on both local machine and remore server.

My guess is that "yahanna" isn't necessary proficient in using command line tools (and ssh) and there is some tinkering involved in setting up and using VNC, Filezilla. Many WINDOWS users are spoiled with GUI, hence his/her desire to have some GUI interface inside the Web browser.
