Are you talking about for your computer, or for the external public IP address you get from your ISP?
Your computer has an IP address that is internal to your local area network...it's not accessible directly from the Internet.
Your ISP assigns a public IP address that is external to the Internet.
So when a request is sent to a web site from a computer, the results are sent back to the external IP address, and then your router sends it to the computer that requested it, using its internal IP address.
Looks something like this (IP addresses are made up) -
Computer A (192.168.1.50) > Router (50.45.190.160) > TenForums (whatever its IP address is)
TenForums (its IP address) > Router (50.45.190.160) > Computer A (192.168.1.50)
Your PC is not connected directly to the internet. Instead it is connected to a local router/gateway. The latter is connected to your service provider ... and that is the pathway to the internet.
The router can accommodate multiple PCs or other devices. It's "DHCP" functionality will give each device its own unique IP address. This is true whether you use a wired connection or a wifi connection.
But all of those assigned IP addresses will be in a range (a "subnet") that the router allows.
Typically this range will be 192.168.0.x or 192.169.1.x, where x is a unique number for each device. (Note: the third number does not have to be 0 or 1. It can be some other. But you generally don't care. The router handles it.)
If you want to change the IP address for your PC you must:
1. Tell the PC NOT to use DHCP. (DHCP is where the PC accepts whatever IP address the router tells it to use.)
2. Tell the PC to use some other IP address.
Item 2 is probably where you're having a problem. Remember that if your router had assigned you an IP address of 192.168.0.x, then you can only change the "x" part. Your new IP assignment cannot change the 192.168.0 portion. (If you do ... it won't work.)
Everything in your house that you use to get on the net has an ip address, your PC`s, your smart phones, wireless printers, even your cable set top box has an ip address, but all go back to your router. And your smart phone should be connecting to your router automatically when you`re home.
Just type 192.168.1.1 then log in, it will show you all the devices on your network that use an ip address.

I like to keep mine nice and neat, so I go up by 10 on each device 192.168.1.10, 192.168.1.20, etc

Sometimes you have to reboot.
Are you typing in the correct Default Gateway, the default subnet mask (which is usually always 255.255.255.0) the DNS Server addresses, and the ip address you want to change to ?
It`s simpler to just let the router hand out the ip addresses they will stay the same from day to day.
