Assuming your ISP dynamically allocates IP addresses from it's pool, then you have to disconnect for a while and then when it re-connects on most occasions you will get a new IP address from the pool, by chance of course it maybe the same.
On my Modem/Router you can either just Disconnect > Re-connect, or Reboot. Does not take a night with my ISP, just a minute or so.

I couldn't figure out what the problem was, and to be honest, I have no idea even now. My friend who works in this field was also surprised. The only thing that helped me is https://router-network.com/ip/10-0-0-1 . I do not know how they could explain everything so clearly what should be done to an ignoramus like me, but they did it. I changed the admin's address, and it worked.
Just to add, if changing from DHCP in Internet Options to a static IP address I would get a higher monthly cost from my ISP, about 25% higher.
