How does a administrator "push" a shared folder to all desktops?
In my old company the IT people somehow put a file folder on everyone's desktop. It contained training files.
Just how would someone do that?

[1] Are you sure it was put on each computer and it wasn't a link to a networked [ shared ] folder?
[2] Have you found the actual folder on your computer?
As far a [1] is concerned, it would make more sense for it to be networked as any changes would only need to be made to the one folder [ file(s) ] as opposed to having to then put it on each folder after the amendment.
Well, you are talking to an old dude and it has been a while. I am not sure of much these days. Maybe it would be better to tell you what I want to do and see what ideas you have.
I volunteer at my local Habitat for Humanity. They are just now working with printed training files. I told them of our live system of all files being accessible from that folder on the desktop. They are interested.
I had thought about doing this through Google Drive since they use that extensively, but I really like the idea of the training folder being on the desktop right in front of them. I am trying to do this without having to go to each individual computer. Do it all remotely.

There are a number of administrative tools available in a network environment that can facilitate this type of data distribution, it could be that your desktop is not on your workstation at all - it could be located on the server.
Even a standalone system has more than one "desktop" by default, there is one for each user on the system plus other shared desktops such as the default user that displays the items that all users see, this can be extended to work over the network rather than locally.
Of course there are also comms program options that an administrator can use to "send" files or folders to the user's local desktop these can be controlled by scripts that run on the server when a user logs on and handle the actual transfer of the data, scripts can be multiple to cater for different departments receiving different content - after all It could be embarrassing for the company if the list of salaries that was needed by the accounts department staff were sent to everyone.
Network administration is often seen as a dark art, but it's more of a case of using tools that are unavailable to stand alone system users
There is a learning curve to all tasks and the one for a system network administrator is quite steep, which is one of the reasons that the a paid what they are, (in addition they have access to everything on the network )
one option available in most businesses is a mail-shot to all employees, the BCC, [Blind Carbon Copy] option on most pro type email clients can send the same data to a number of users, and the other users will not see a huge list of employees that a normal CC entry would produce, obviously this method does not ensure that the data is on the desktop, this relies on the individual users, but you can set a received & read flags on the mails to ensure that all employees have received and opened the email. It also has an advantage that it's quite simple to include remote staff such as salesmen on the road access to the data
