Have also tried unsuccessfully to use safe mode & wifi networking.
Please perform the following steps:
1) Make a fresh boot into safe mode with networking
2) Do not logon
3) In the right lower corner click on the network icon
4) Select a Wifi network
5) Once connected to Wifi > logon to Windows
That helped - wifi connected & I can make sqlserver connections. But cannot access any shared folders on any of the other 5 machines on the local network. The other machines report that the 'safe-mode machine' is not accepting connections due to a SMB problem. SMB 1.0/CIFS Client is enabled on the 'safe-mode machine'.
SMB1 is not used by Windows 10. Only needed to connect to devices that don't support 2 or 3 (Win 7, some network drives, Linux boxes ...), SMB2 or 3 is though and is probably not started in Safe Mode.

As noted before - I have Internet access & can make sqlserver connections, but cannot access (via File Explorer) any of the shared resources on the other 5 networked machines when in "safe-mode". However, the shared resources are available in 'normal' mode.
Windows Network Diagnostics reports "file and print sharing resource (hummer) is online but isn't responding to connection attempts".
My guess: the above behavior is by design - isolate networked resources & provide internet access
