Attempting to use Wi-Fi in Safe Mode with Networking

    I used a Toshiba 5 Ghz USB adapter, and it worked in Safe Mode.

    A workaround that I use on devices that have ethernet but no wifi is to connect a TPLINK travel router to pc via ethernet, and then use its wifi access point mode to connect to main router. This does not require any wifi drivers on device.

    I would run services.msc in safe mode and see if there is some service that failed to start, maybe taking a look into event viewer to see.

    If there is DCH driver for you WI-FI card, I would install it, and prefer manufacturer driver over MS driver.

    I have tried that and yes there are services that are not running and they will not start even when I try manually.
