I installed a new drive through a usb port. I went into properties and set up shared access like all my other shared drives. Except I cannot access it through my other computers like I can with other drives on that computer. I get the "windows cannot access \\...you do not have permission..."
I've looked in the forums but found no clear answer.

Works for me. I have 19041 2004 on bot Desktop and Laptop. I added Everyone to flash drive on Laptop and gave Everyone full control. I can access the flash drive inserted on my Laptop from my Desktop.
Windows 10 includes two separate sets of "permissions." The first is shared permissions and the second is NTFS permissions.
Shared permissions are accessed via the "Shared" tab under "Properties." NTFS permission are accessed via the "Security" tab under "Properties." For a more thorough treatment, see Share Files and Folders Over a Network in Windows 10.

I figured it out. The security settings list had to include "everyone." I have never had to do that before. Using the advanced share option typically works for me. Why the inconsistent security settings? Oh, well.
