'Network Error', 'Windows cannot access... You do not have permission.

I've got a new computer running Windows 10 Home v 1909 which I'm adding to my Home Network via wifi ['Private']. I've got the following options selected...

    Under Advanced Sharing Settings --

Private Network 'Turn on network discovery' radio button 'On', 'Turn on automatic setup...' 'Checked'; 'Turn on file and printer sharing' radio button 'On'

Guest or Public Network, both Network Discovery and file/printer sharing radio button 'Off'

All Networks 'Turn on sharing..', 'Use 128-bit encryption...', and 'Turn off password protected sharing' radio buttons selected

Under Services -- Function Discovery Provider Host; Function Discovery Resource Publication; SSDP Discovery are all running with automatic startup

In looking at Advanced Sharing for the Data Partition I want to share from this new computer

Share Permissions show user name 'Everyone' with 'Full Control', 'Change', 'Read all' set to 'Allow'

The Partition; Properties; Sharing tab shows that it is shared with the proper network path shown

Under 'Password Protection' I've got... 'People without a user account and password... can access folders shared with everyone'

In looking at \\localhost on the 'new' computer it is showing my Data Partition with its subfolders along with 'Users' public folders/items.

This computer is able to properly access other computers on the network that I have already set up to share files/folders.

The problem arises when I try to access this 'new' computer from either of the two other Win10 computers on the network. The computer appears as an available networked computer with the proper name, but when attempting to 'Open' I'm getting a 'Network Error', 'Windows cannot access... You do not have permission...'

I've changed permissions a couple of times on the 'new' computer with restarts et al with no help. Doesn't appear to be a network problem as all the computers can 'see' each other just fine. More so a Windows permissions 'thing', but darned if I know what that might be....

Any help/ideas you can send this way would be much appreciated

What folders are you sharing specifically? You have set share permission but what are the NTFS permission?

I had the same problem. It drove me nuts trying to fix it and then it just went away after 3 or 4 days.

The computer has a single SSD which I partitioned into a C: for OS and D: for Data. It is the 'D' NTFS drive I'm trying to share. All looks good to include under Security Tab where it shows 'Everyone' with full read/write permissions. Can you clarify the question about NTFS permission?

Edit... Basically the Security tab is NTFS permissions? In the course of looking at it I noticed that the various folders/files within the D partition are showing 'Not Shared' whereas the Drive properties shows Shared. Hmmm.... Selecting 'Advanced' from the D; Properties; Security tab it shows Everyone with 'Full Control and 'Applies to... This folder, subfolders and files'. Wonder what's up...

    Thanks

In looking at my other Win10 machines that are sharing properly they too show the nested files/folders within the uppermost shared folder as 'Not Shared', so looks like this is 'normal'.

I turned on/off sharing for the 'data' drive on my 'new' computer and established that changes to the registry are being made to the ...Services\LanmanServer\Shares and ....Services\LanmanServer\Shares\Security basically showing the name I used when turning on Share. So my uninformed take away is that it should be working. Thinking this could be a Firewall problem I tried disabling but that didn't help.

I've gone about as far as I can go with this, but I'll continue to explore

    Thanks

Decided to take a chance and see if the original configuration of my problem computer [Dell laptop] would display same issues.

    • Used Dell's built-in SupportAssist OS Recovery to get back to a 'from the factory' state. Sure enough file sharing performed as expected.

    • Put the system back to my most recent state with an image I made before this 'test'. Computer showed same issue.

Did notice one thing that I thought I'd share to see if it would help someone figure out what's going on here....

In the 'factory' state, I used netstat from another Windows 10 machine on the network and it showed my Dell using TCP protocol and displayed the IPv6 address [fe80::....]:58212 with its name Dell:microsoft-ds ESTABLISHED

In the 'problem' state, the Dell once again shows up as TCP but with an IP address 192.168.... and name Dell:netbios-ssn -TIME_WAIT

I am way out of my element here, but I'd like to not to reinstall everything on a factory reset of my computer if it can be easily avoided. I must have touched something when I was going thru the settings that probably got me to this state.

Hope this 'clue' will help someone out there...

    Thanks

I'm having the same issue with a new Dell Optiplex 3070 Micro. The Dell shows in Network but is not accessible'Network Error', 'Windows cannot access... You do not have permission.-no-access.jpg

All my settings are the same as mentioned above. However I can access the Dell by opening Network and entering:

    \\Dell3070\Users

Which gives me access to the users folder (which is what I want). I can ping the Dell successfully and it can also be accessed with the Dell's IP \\192.168.1.XXX\Users

Windows is setup with NO user account but is a Local Account. I use this for an HTPC and Kodi. I have 2 others setup the same way for TVs in other rooms. But those 2 are Zotac Zboxes.

I just wonder if it's some Dell bloatware or maybe a BIOS setting somehow blocking it for security....???? I dunno, like you I'm way out of my element now. :)

If you are trying to share a whole drive there is likely conflict as by default all drives are shared with $ a hidden share ie d$ its and admin share so you need to enter a username and password for admin on the pc you connecting to if the account your loged in isnt the exact same as the admin on the other pc.

Its simpler to use a cmd which you can save as a file to run any time

    net use s: \\pcip or name\d$

Set my Post No. 3 above.

    Your Network Discovery is working.
Your Network Name Resolution is working.
    Your File sharing is working.

Your only problem is that you cannot access your shares on Dell3070 by double clicking the Icon.

This is irritating but nothing important is broken. There are no bloatware or Bios problems.

Make a Desktop shortcut to \\Dell3070\Users and use that while Windows sorts itself out.

Like I said, I tried everything to fix this problem. Nothing I did had any effect and the issue just went away by itself after several days.

It's been like this for weeks and it's not updated to 2004...it's the ONLY PC on my network that won't act right. I did make a shortcut when I found using the path would work. It's just I want to learn/know why so I can help others as well as myself when it happens again

Unfortunately I can corroborate what JackHughs said, Windows 10 network issues seem to come and go by themselves. I faced this issue a couple of times, and it just gets fixed by itself days later.

By the way, can you access this PC by entering its local IP?

I can by IP or by it's network name just not via Explorer. The computer is there but no permission as you can see in my previous post from the picture. It's STILL the same and has not resolved itself.

I'm thinking about removing the nvme SSD card and tossing in a 2.5 SSD and fresh install of Windows just to see what happens when there's no Dell bloatware.
