A simple bypass solution is to install TeamViewer or similar on each device.
Yes indeed, you were in the ballpark.
That's probably great for people who are reasonably combortable using a computer, or one I would have access to. But these days I'm helping folks in isolation who are technically challenged. Quick Assist is already on every Windows 10 machine and is so easy to use it's a bit scary. But if it won't even load properly then it's a dead end.
BTW: After re-booting the computers the problem does not return so the fix is not temporary.

That had me curious to see if you had indeed provided the magic potion that I did not try (and would have been happy dancing sooner).
Well, I just tried it on the 3d computer I have that was affected and the Do not save encrypted pages to disk option was already unchecked. So I 'checked it' and that did not solve it and then I 'unchecked it' (in case it wanted that to happen) and it still did not resolve the issue. But the magic 'Reset' button was on that same page, so it was soooo close ;-)
I pressed the 'Reset' button and now that 3d computer is working just fine w/ Quick Assist.

I know this is an old thread, but I did solve the Quick Assist not staring issue using the approach outlined above, but found the specific issue related the the Internet Properties -> Security profile for the Internet zone. Mine was on "Custom level". When I selected the "Default Level", Quick Assist, and several other programs that were also failing, started working. I then, hit the "Reset all zones to default..." just to be sure.
