    I'm not at all sure that a WINS server is necessary or even desirable. Unfortunately, I don't know how to disable it.

    Not the issue, It is only this computer that has the issue. Everything else on the network works fine!

    I still think that your NIC identifying your router is a WINS server is the culprit.

    Try ipconfig /all on the other computers and see if any of them identify your router as a WINS server. I'll bet they don't
