Motorola modem keeps enabling guest network

I have a motorola surfboard modem as well as a Netgear gaming router.

Guest network keeps enabling itself on the Motorola and I can't figure it out.
No one in the home has access to it but me. The modem is password protected. I live in the country so even my closest neighbors couldn't reach my wifi signal.

In your browser type in 192.168.0.1

That should take you to modem setup
enter your user name and password
    Go to advance
    move to the wireless tab
on the second row choose guest
Guest Network status to disabled on both 2.4 and 5 ghz
    choose save on each

that should take care of it.

    Add reboot modem

I've done that several times and it still re-enables itself.

    Wait.

Does this Motorola have a built-in Router?
    What model?

    Please disable the Router function.

Now check the Netgear Router settings.
    Disable Guest Network there.

When complete, reboot Modem, then the Router.
