cant share any folder/drive from my pc to my network

i just made a new clean installation of windows (version 1909) and now for some reason i cant share anything on my network.
i have an dune hd b1 mediaplayer connected to my network which i always used for accessing my shared files from my computer but i get the message "cant access shared folder" on this player on the network.

after installation of windows the network was set to "public" so i changed it to "private" and enabled "file and printer sharing" and after that i could see the drive i had selected to share from the "network" tab in "my computer" but still i couldnt connect to it from my b1 mediaplayer.
and now for some reason i cant even see the share drive from my computer anymore.

can someone please help me with this? is there something wrong with my computer or am i doing anyhting wrong here?
i remember i had similar problem when i upgraded to win10 from win7 but as i remember i only had to enable "file and printer sharing" and the i could connect to my shared folders..

As its a new O/S all shares need to be redone and give access to everyone then set NTFS permission on the shared folder. Unshare your old shares and recreate

yes ofc and i see that the drives i wanna share are shared but i cant see them under network in my computer or on my external mediplayer connected to my network.
and the permissions are set as they always have been so i cant see what the problem is and why it doesnt work.
can this be becasue i dont have a microsoft account? when i installed windows i had the option to not add or create a microsoft account so i skipped that and everything works fine except this..

Thats because it takes master browser time to see the shares 25mins+ but you can connect via IP as that doesnt use netbios
    Connect Network Drive

To map a network drive from windows command line:

    1. Click Start, and then click Run .
    2. In the Open box, type cmd to open command line window.
    3. Type the following, replacing Z: with drive letter you want to assign to the shared resource:
      net use Z: \\computer_name\share_name /PERSISTENT:YES

    Disconnect Network Drive

    To disconnect a mapped drive:

    1. Open command line window.
    2. Type the following, replacing X: with drive letter of the shared resource:
      net use Z: /delete

    Setting NTFS Permissions
