    Why doesn't this computer Show up when I try to share to it ?

    So this machine does see this other machine on the network but when I try to "Give Access" it wont see it ? What will make my other computer be seen here on the right so I can share it. ? Both are win 10 1903

    'Give Access to' is for giving access to users or groups that exist on this PC, the one that is doing the sharing. To be able to give access to a user on the other PC then there has to be an account in the same name on this PC.

    When the other machine tries to access the share it must provide user credentials that match those of an account on the PC it is connecting to. By default it will send the name/password of the account you are signed in with on the other PC. If an account of the same name and password does not exist on this PC you will challenged to provide an account name and password that does.

    then there has to be an account in the same name on this PC- I want to share my folder with another machines user named "whatever" I should create a user named "whatever" on the computer I am trying to share with so they will be able to share files ?

    You give access to people (users) not PCs.

    You don't necessarily have to create a user of the same name on this PC so that a user from the other PC can connect. When the other PC's user tries to connect, if that username does not exist they will be challenged to give the name and password of an account that does exist on this PC.

    The computers in my house they did at one time see each other before I restored the OS on one of them. Now for the last two days no matter what I do they refuse to see each other. I have followed all the steps in the link above. Nothing shows up under network and I keep making shares and keep trying to map drives but I cant make it see. Is there a way to expose the other computer by forcing it to see it with a MSC utility ?

    Is there anything that I can do to force the computers to see each other like turn functionally discovery on and off or just something that will force it to see it. Is there any type of software utility that allows us to see the insides of what is gong on with my computer not being willing to notice my other computers on my lan ?

    try this

    Press Win + R to open the Run dialog.
    Type services.msc

    In the Services window, scroll down to the "Function Discovery Resource Publication service" click it and a option to stop or restart it should appear to the left, click restart.
    it cured my problem btw i had to do it to all my pc's that where not seen on my netwok list

    This is the most humiliating thing in the world. Running aorund my house changing settings and rebooting these computers

    I have proof - It recognizes ME because its saying "YOU" So how do I expose who "YOU" is ?
    So I do I determine who "YOU" is ? and why is it that on the other computer I can not find ME but this computer can find it.
    Why does it seam like it would be easier for a hacker to get to my files than it its for me to get to them ? Those who hack into computers must know how to force these computers to see each others files. There just must be a way to expose what is being hidden from us so we can look and see what is going on underneath all this. so we can see just why these computers refuse to see each others shares.

    Let me be sure I have this correct.

    You have four Windows 10 computers on your Lan - Alpha, Beta, Gamma, and Delta. Up to the time you restored the OS on one of them, (1) all of the machines could see (discover) all of the other machines and, (2) all of the machines could read and write to shares on all of the other machines.

    After the OS restoration, none of the machines can see (discover) any of the other machines.

    If the above is correct, you may have restored the OS on the machine that was functioning as the "master browser" for your Lan and the restoration may have interfered with this machines ability to perform properly on your Lan.

    Try this. Disconnect the machine with the restored OS from the Lan. Turn on the three remaining machines and make sure that they cannot "go to sleep'' or "hibernate." These three machines should see each other. However, full discovery might not be immediate. These three machines will determine, among themselves, which will be designated the "master browser" and this can take some time - be patient. Eventually, if nothing is broken, these three machines will find each other and all will be well.

    Once these three machines are happily chatting with each other, then re-connect the restored OS machine to the Lan.
