Why can't I forward ports on Windows 10?

How are you connecting from an outside IP not from same network? Is there something rinning on the port to answer requests?

looks like the ping function is working but there is something amiss with my tcp functionality

I'm sorry, I don't understand what you mean. I added the port forward rule to my router, disabled windows firewall, added exceptions to Kaspersky and proceeded to test with various means.

use telnet to check open ports or the website I mentioned (or any other)

I opened Administrator level command prompt and ran telnet:

Dude... I think one of my biggest problems is.... I'm not the best at this; I feel like this should be obvious but I seemed to have messed up.

hold up, i found a download for tinyweb but i'm a little confused about how to make it all fit together

i got tinyweb to run but it doesn't output any data, here is what i input in the line: C:\www\bin\tiny.exe c:\www\root 26900 192.168.1.118

the port is closed then. Or is not reachable. And this is inside the LAN so not portforwarding is involved. You have to first solve the issue locally. I think it is a problem in the software, not Windows or networking.

Here's something I think is VERY strange, I ran across a YouTube video by "Hetman Recovery" that showed opening the ports then checking with a port checker with "closed port" result. He brought up uTorrent and used the port that wasn't cooperating , then suddenly the website is showing it's open. I tried it and whatdaya know... it worked.

It took me three days of searching the internet and trying various things on my pc before I succeeded. In my situation, I have Kasperksy Internet Security 2020 on Windows 10 Pro 64 build 1909 and I have a Linksys AC1900. I installed Kaspersky and added the port exceptions to the firewall, next I forwarded the ports on my router, and check the ports with this site: Open Port Check Tool -- Verify Port Forwarding on Your Router which showed me they were closed. I started looking closer at the security settings of the OS and noticed that the OS firewall was still active which in previous Windows versions, Kasperksy would automatically disabled the OS firewall. I disabled the OS firewall, there are three parts of it to be disabled: From here I hate to say it but I can't remember exactly what I did but I had to turn on/adjust services: and last of all, add some features: Turn Windows Features On or Off in Windows 10 I fiddled around with this for three days and on the third day ran across this video: YouTube which led me to install my game server manager and game; to my amazement it all works! Here's what has changed: I remember with previous Windows OS I could ping ports with command prompt to test to see if they are open or use a website like this: Open Port Check Tool -- Verify Port Forwarding on Your Router to see if a port is open; it seems this no longer works without the program utilizing the ports. Windows OS now closes them when not in use so they will show that they are closed when actually they are open. Start up a program that will utilize the port you want to open and then test it; only then will you get accurate results with the website checker:

if there is nothing "listening", of course you will get a closed port!

WIndows Firewall can keep a port open all the time or you can actually have it open only when the app is running, which in your case would be better and more secure.

I don't remember if it was on Win 7 on Win XP but it USED to work like that, provided the ports were ported and the firewall exceptions were in place. Then again I may be getting stuff confused, I've been using computer since Win 95 so a lot could be getting jumbled - lol.
