    What is your network (WiFi) configuration - router, access point etc? Which manufacturer..

    From quick google search, this could be the driver issue.

    Have this laptop ever worked OK (that is network), or is as you stated new device, and like this from start?

    About driver... go to your manufacturer support site, and download drivers (or start update utility to check). What is the manufacturer and model of laptop?

    It is a Netgear DGN2200v3
    Have this laptop ever worked OK (that is network), or is as you stated new device, and like this from start?
    This is an HP Laptop, only a week old.
    My router, when running Win7 Home Premium, all I had to do was click my Network SSID insert my password and everything worked perfectly for 6 years.
    With Win 10, I need to use the Network Troubleshooter almost everytime.

    This is an HP Laptop, only a week old.

    I would suggest uninstalling Realtek network drivers, go to HP website and download latest from there..
