hacked, did restore & DSMI until 100%, WIN login account name changed

    What was hacked, the Wifi or your computer? Windows registry can retain previous SSID’s until flushed out or you go in and manually remove those remembered SSID’s that you have connected to.

    A few more details are required. Why do you think you were hacked? Do you live in a place that other people have physical access to your computer?
    You state you hardly ever use wifi but you use a mobile hotspot, is your mobile phone behaving as it should?
    You say Chrome and USB tethering don't work, but did once when you updated a driver, are there any other symptoms, have you tried Edge or Firefox.
    None of this really say's "hacked" other than the login account name being changed and how did you know what the login name was, if it was a hack you would expect to either not be able to login or you would see no difference, maybe a practical joke by a friend/ family member/ fellow student?
    If you really think you have been hacked then a restore and DISM are pretty pointless as neither will change your passwords/ User names/ account details etc, and would simply allow the "hackers" to re enter to your system.
    Also if you really believe someone else has or had access to your computer you should seriously consider changing any bank details/ credit card info stored on your machine, any passwords and other log in details for games, online shopping accounts, email accounts and so on.
    A fresh clean re install of Windows is also advised, keeping nothing (preferably delete all partitions and install to a blank drive).
    All the above steps are time consuming and may involve having new bank/credit cards issued.
    Again be sure of being hacked or so uncertain that it really bothers you because the above steps are a sledgehammer approach.

    Changing all passwords on accounts will need to be done on a known clean computer. Don't use the one that you suspect has been hacked!

    My question about the login name was part of the "if it was a hack you would assume" sentence, as in if you were hacked you would expect the login name and password to change or see no difference so that the hacker could maintain a connection undetected, perhaps my sentence construction was off.
    I did read your post correctly concerning the hot spot and wifi, you say normally you only go online through your phone which is why i asked about your phone. The PC may see and report an Ethernet connection but it is still via phone.
    Up to this point I was asking for more details as your original post was a bit brief and I gave you perfectly valid advice on what to do if you really believe you were hacked, but now you are talking of black hats and being someones nemesis, so at this point I bow out. Good luck.
