Why should the Settings app access the internet?
Quick question - why should Settings app access the internet? What will break if I block it from doing so by a firewall?

At a rough guess I should imagine it is part of the check for Windows update (accessible from the settings page), also maybe Settings Sync (syncing across devices), probably activation check, Store update checks...so on and so on. You can try to block it with the firewall or just disable the services associated with the Settings app, but I have a feeling you would probably break a lot of stuff not immediately obviously connected.
Make a system image before trying, just in case.![]()
Try to disable this and check, if it still connects.
Enable or Disable Online Tips and Help for Settings App in Windows 10
I tried that, so far so good, we'll see how it goes.
