After re-sharing everything and creating 100% matching user accounts, trying both the host and guest PC names as the Domain for the login username, and still not being able to access the shares, I finally tried the IP address of the host rather than the computer name to access the share, e.g. \\192.168.1.1\sharename

    Worked fine!

Oddly if I Remote Desktop to the host I can connect using the computer name.

Not sure why the computer name isn't resolving on my network shares, but I can live with this. My host is a 'server' upstairs with a fixed IP. I can imagine for others it's a massive problem though, if they prefer to use DHCP to assign flexible IPs and it's not an always-on machine. It'll be problematic for me if I ever switch to a different subnet with a different IP, as I'll need to re-point all my share links, but I can deal with that when it happens.

Perhaps by then I'll have figured out how to access my Homegroup.... that hasn't worked since Windows 7. They might be able to make their OS nice and neat but Microsoft's approach to networking seems a little unreliable and complicated when it breaks....

I've have a similar issue with my Win10 clean install and tried just about everything I have been able to find. I will try your solutions, I also have a fixed IP address on my desktop with all of my shared drives, see my new post at Network view from diff sys, should they be the same drive share issue - Windows 10 Forums

I'm unable to connect to a shared folder on a computer running Windows10 from another computer running Windows10, and this shared folder has permissions open for everyone. All I get it the network password prompt as posted in post #7 of this thread, I've tried all my network passwords including the user; administrator, nothing works ?

It's easy to fix, just make a new user account with a password on the computer you have a shared folder and give this user the permission you want on the folders you want to share. When windows will ask you for credential/password just enter the user name and password you have done.

I've created a user for sharing my network folders on all my computer, it's the same user name and password on all my computer for the shared drive so it's easy to remember and also very secure.

    Regards !

The dilemma is, it was working, when it stopped whereas I couldn't access the shared folder from another PC, I couldn't tell you, what I can tell you is, once again is, it was working with both PC running Windows10.

Since it was working on the computer sharing the folder as a local account (Administrator) what has caused it to break, if the shared folder has everyone specified for the people to share; I prefer not to create another account, but debug what has caused this to break ?

I've had similar problems accessing shared drives/folders between my desktop (current Fast Ring W10 Insider) and my Surface Pro 4 (W10 10586.318.) Sometimes I could access from one device, and not the other, sometimes the reverse way, sometimes neither.
I found that going to System/Advanced system settings/System Properties/Computer Name, click the Network ID... tab and select "This is a home computer; it's not part of a business network" radio button, restart as advised, allows me to access both ways.
But that only works until the devices are shutdown again. I normally shutdown overnight.
On restarting the "This computer is part of a business network etc" button is selected again, and access isn't available. I haven't yet found how to make the "This is a home computer etc" selection stick. Even after a restart, selecting the "Network ID..." tab shows it has auto reverted to "This computer is part of a business network etc."
Other family members are also connected to the network, we have assigned a unique name to the network, rather than using the default "Workgroup" name. But the Workgroup name also auto reverts to "Workgroup"
While I have found that this works, having to go through the setup process with its reboot requirement at each start up is a pain. I hope someone can advise how to get those settings to stick, or has a better solution.
    Thanks

I had a issue a while ago with protocols not installed etc the result was my workgroup working successfully. I don't want to adjust WorkGroups only to have the problem I had a while ago resurface. I hope someone has a solution, besides the ones mentioned in this list; as none have worked in my situation.

Go to Control Panel then system's security then administrative tools then local security policy then open the folder local policy then security option look on the right and you'll see accounts limit local account use of blank passwords check to see if it's enabled disable it and click apply
