Can't share files on desktop pc with laptop

I'm trying to enable sharing of files located on my win10 (version 1903 OS build 18362.418) desktop pc with my win7 laptop.
Instructions https://support.microsoft.com/en-us/...over-a-network are:

1. Right-click or press a file, select Give access to > Specific people
2. Select a file, select the Share tab at the top of File Explorer, and then in the Share with section select Specific people.

The person I'm interested in providing sharing privileges has a name on my laptop, but i not recognized by my desktop.

How do I make him visible?
Or, else, how do I enable sharing under these circumstances?

First off have you setup a share on a folder and given everyone rights then set NTFS permission on the folder?

I did provide everyone share permission, but file to set NTFS permission. Even though my laptop is on the same network as my desktop, it isn't there when I try to add it.

Add "everyone" to the list of permissions enables running stuff from my desktop on my laptop. Still, this is an open gate' open to any intruder. I'm looking for a way to a much narrower door, to a specific user who is listed on my laptop.
Is there way to do it?

Hi chermesh, Brink's tutorial below has different options for this. I am no expert but was wondering if Option 7. Share Folder or Drive using Advanced Sharing might help.

As you can see, the sharing option is no solution. It's available only to the "Everyone" category.
