Thanks to both of you for your help. Taking it back to the former location is not an option. I'll work with the technical people at the facility to see if they have any suggestions.
    You're welcome.

When you talk to the tech people at the facility, mention what Bree shows in the pic above.... how to get the WiFi connected prior to any logon attempt. It may help. Then proceed with the steps already posted to manage your account. Once you get connected, you should be ok.

Let us know how you make out.

Thanks to all who helped with this request. I was able to connect to the facility WIFI by clicking on the network ICON located in the lower right corner per Bree's suggestion. Way to go Bree!

Unfortunately, my brother no longer has access to either a phone with text ability or an email address, one of which is required by Microsoft to reset a password. So I'm thinking this leaves 1 of 2 options. The first is for me, using my Microsoft PIN, to login to his machine, then he's off and running. This is going to require knowledge of how to login using a different user. The login screen presents only his user name for login, and there seems to be no way to switch users.

The second is to bypass the Microsoft password and login using a local user. Again, I don't know how (or if) this can be done.

I appreciate all the help I've received thus far, and I'm going to add you all to my Christmas card list!

Well, for your second option you'll need to log in as an administrator to be able to create a new local user account for your brother (while you're about it, you should also create a new local administrator account for your own use for maintenance purposes).

As you can't sign in at present, the only way I can think of is to enable the built-in Administrator account and use that to create new local accounts. Once you have a new local administrator account you should disable the Administrator account.

You can use Option Five in this tutorial, but it will require a bootable install usb or recovery drive usb. You'll also need to do some registry editing. Read the tutorial carefully before starting.

Can you log in as an administrator account not standard and copy over the files in his User Directory (Documents, Music, Photos, Videos, User Account), then create a new Local account and copy back to the new account, leaving the old. Go through and do the recovery of the Live account which will take 30 days.
