Share / File Permission with am I doing wrong?

Greetings all, thought I had this but apparently not.

Windows 2008 Standard. Looking to Share based on a similar structure.

    E:\shared
    E:\shared\folder1
    E:\shared\folder1\folder2
    E:\shared\folder1\folder2\123.xls

Cant seem to figure this out without blocking users write access.

User1 needs full write access to all directories and 123.xls file
User2 needs read-only access to all directories but full write access to only 123.xls file

I tried to share "Shared" with "Everyone" as Read then set permissions, but no one could Write.

What am I missing here? #pulling.my.last.hair.out:

    Much thanks!

Welcome to the forum. You have set the share for everyone. You then need to set NTFS permission for each user is that how you set it? You must set allow before you set denied

But what method should it be shared for Everyone: Change / Read? What I thought (maybe wrong), if I set to Read for Everyone, it didnt matter what NTFS I set as the Share permission took "top billing".

Sorry, not sure what that means.

After I set all the NTFS permissions, I still need to share the Folder out. This setting is in question. Thanks
