Can 2 Windows 10(1903) laptops be connected via blue tooth?

I finally got my Alienware17 R4 laptop and my old Toshiba Qosmio laptop updated with the latest Windows 10 May 2019 update. The old Home network is now gone and I've had problems getting these 2 systems to see each other. The Alienware is connected via ethernet to my MoFi LTE modem to the internet. The modem also provides WiFi and my Toshiba connects WiFi to the internet. When I turn on Wifi on my Alienware these two laptops still can't see each other.
So I decided to try and use Bluetooth to connect the two. Bluetooth is enabled on both laptops and I was able to connect both laptops to my Samsung Galaxy Note 8 phone. However, both laptops can find each other but every attempt to connect each other fails saying the passcode doesn't match. These passcodes must be randomly generated because they are always different with every request. I can find no reason why this always fails. So my question is can 2 windows 10 laptops even be connected via Bluetooth? Is there a peer to peer problem when trying to do this? I've run the troubleshooter on both systems and it says everything is OK.

Hi JDWAXLER. Welcome to the TenForums @JDWAXLER

Please ensure all devices are on Private network. Windows tends to set wireless connections to public and if left unnoticed will start you down the wrong path.

Then have a look at this tutorial. SMB1 is likely disabled due to the risks it presents.

WiFi on both systems are set to private.
SMB appears to apply to older Windows versions, both systems are running version 1903 with all updates.
The Alienware laptop can now see the files on the Toshiba, how I don't know, but the Toshiba can't find the Alienware or it's shared files.

If you want explorer to see device names turn on SMB1. It is off by default due to risks.

After Dragging my Toshiba over and connecting it via ethernet to the modem I got it to find the Alienware laptop for a moment before it lost it again. After turning on WiFi on both again I got a popup I hadn't seen before asking on which network I wanted to share files. After selecting Wifi it all begain working. So that problem is solved.

But the main question I ask in this thread remains unanswered. Can you connect 2 Windows 10- PCs together using Bluetooth? Connecting devices to my laptops works fine but connecting the 2 laptops always fails with wrong passcode.

At the first part of that article it mentions laptops and tablets but everything else refers to connecting devices to a PC. I even went and checked out Swift Pair which is totally confusing. But Settings/ Bluetooth & other devices/Show doesn't exist in 1903.
While my network connection over Wifi is now fixed. I noticed that my Toshiba followed by an old email address is listed under Media Devices and under Bluetooth other devices on both laptops, however, on my Alienware it doesn't show as paired or connected. If I click on it asks whether or not to delete it. That old email address used to be my Microsoft Account which my Toshiba still wanted to use. I had to add that email address to my Microsoft Account as an alisa a couple of days ago which froze my account for a while. I don't know if this has anything to do with the Bluetooth problem.

Maybe I found the answer to why my 2 laptops can't connect via Bluetooth in an article on how Bluetooth works. The article says "Bluetooth uses a packet-based protocol with a master/slave architecture. Essentially, this means that one device controls other devices on the network". Keep in mind that I've already connected my smartphone to both laptops so the laptops are no doubt the master in both instances. Now when trying to connect the laptops they both want to be master and that's why the passcode is always rejected. The article later says there can be multiple Bluetooth networks and a device can be a master in one and a slave in another but there isn't any dumb user ability in Windows 10 to do that level of Bluetooth setup. So that's my best guess on why my 2 laptops can't connect via Bluetooth.
