Is it possible to allow network file sharing only over one network?

Hello,
I was wondering if network file sharing can be allowed only over my office's WiFi and disable on all other networks such as hotspots.
The only way that I know of is to make the office WiFi a private network and designate all other networks connected to as public.
I was thinking the same but wanted to ask around if there was another method.
Tell me, how does Windows determine if a network is private or public?
Because I can set my office network to private but I have no idea if someone connects hotspot, Windows will automatically decide that it's private too.
Is there a way to by default make all new networks public?
Look in group policy editor, under User Configuration->Administrative Templates->Network->Network Connections. Specifically, "Prohibit access to properties of a LAN connection".
