One difference I see is the DNS server setup.
Desktop is using 208.67.222.222 and 208.67.220.220 which are OpenDNS servers
Laptop is using 10.123.24.244 which is your Router or ISP modem.
Make then both the same as which ever one is currently working.
Check Workgroup name, make sure all are the same (again).
Make sure Password protected sharing is off on all systems.
Check Permissions again, make sure they are the same.
Make sure File and Printer sharing is checked in Firewall settings.
I gave up trying to fix the problem and did a repair install of Windows 10 Pro on both laptop and desktop. Now it appears to be working as it should with respects to the Network. I remove the Tenforums Tweak Tool and that did me no good and may have created the problem. Maybe I just did not know how to properly use it. This problem was a domino effect from me checking off an item in Defender. In the process of trying to find the solution, I created more problems. Moral of story - thoroughly understand what checking a box will do before hand!
There is no Tenforums Tweak Tool. There is a Tweaking.com Windows Repair All-In-One tool, is that what you are referring to?I remove the Tenforums Tweak Tool
