Hello people from the future!
OP probably have already found a solution to his/her problem - but I'd just like to inform of all others that land on this page that I experienced similar problems here in november of 2017.
It was due to a large windows 10 update, that the BITS-service would use all of my (very limited, and shared) bandwidth to download. I had spikes of using 100% of my network bandwidth from the process svchost in the middle of gameplay. Frustrating, to say the least.
The solution: was to use gpedit.msc to edit a policy regarding the BITS-service.See this post for further details (or google "limit windows update bandwidth usage") https://thomas-barthelemy.github.io/...bandwidth/Hope this solves the problem for somebody struggling!Kind regards
To set a bandwidth rule on the BITS:
To open the Local Group Policy Editor from the command line:
Click Start , type gpedit.msc in the Start Search box, and then press ENTER.
Navigate to Administrative Templates -> Network -> Background Intelligent Transfer Service (BITS)
Open Limit the maximum network bandwidth for BITS background transfersSet it to Enabled
Set the time range and maximum transfer rate
OK
There is a tutorial from Brink that shows you hot to do this without the need for gpedit (which is only in Pro, Home does not have it).
