I rolled back build 17763.194 (KB4471332), if I install it again, will it create a "Windows.old" folder again?

I just copied the original 1809 termsrv.dll back and it's working fine again. Until the next update changes it again.
I copied the old termsrv.dll back to system32 but still not working. After seeing this did not work, I also copied rfxvmt.dll and it still does not work. TermService starts and stops.
