IOBit Advanced SystemCare tweaks: Safe? Effective?

I own IOBit Advanced System Care Pro. It includes a tool called "Internet Booster" that is recommending the following settings for my 1 Mbps DSL Internet connection:

    Max Duplicate: 2
    Optimum Route: Yes
    MTU Discovery: Yes
    TTL: 64
    Explicit Congestion Notification Capability: disabled
    Receive Window Auto-Tuning Level: Normal
    Max User Port: 65536
    TCP Timed Wait Delay: 30
    Receive-Side Scaling State: enabled

I haven't the foggiest idea what any of this stuff means. Before I click on the button to make these settings, I would like to know if I may screw something up or if it's just not worth doing.

Nope. Nothing is going to make your DSL connection go faster. When you due "Packet/CRC" tuning, you are allowing smaller packets and less checksums per packet and in some cases you are allowing larger packets and less time between packets, with CRC's done for every so many packets. If you get a bad Checksum, it would only allow the same packet twice before dropping it. Windows is made now to automatically scale the packets and CRC's for "tuning", no need to remake the wheel. Hi there!

    That's really slow.

My suggestion is to contact your ISP and see if you can go faster either by reconfiguration or a service enhancement.

IMHO, I would not install that software, as it is just pure bloat and could cause further problems.
It's not just limited to IOBit - all of them are problematic at some point.

Please try to get your money back.

    Sorry...
