Windows 10 1809 will not share folders or files

Here we go again Microsoft does not seem to care or help out on this issue. I done a network reset on both of my windows 10 pro 1809 machines i can see the pcs in windows explorer under network but can not access them.
I am using an ARRIS DG3450A Router & both machines are wired in not using WiFi. I have been at this for 2 days & getting no where.

ipconfig /all & see netbios is disabled but cant seem to enable it on both machines maybe causing this.

I reset the windows firewall & disabled it on both machines & still wont connect so its not that. Both machines are on WORKGROUP & under Ethernet both are private also.

    Please anyone know what else?

    Thanks

You need NetBIOS to be able to see PC's by name. You can't connect as the folder your connecting to doesn't have NTFS permiissions set

I got this to work by reinstalling windows 1809 over the existing one & then I did a network reset then rebooted & now all dandy. I did a sfc /scannow before I reinstalled windows & no corrupted files. I not change anything in network except turn on file & printer sharing & when I log on from a other PC it asked me for logon credentials & i put name of pc & pass & all connects fine.

I dual boot Linux Ubuntu and Windows 10. Each time I have a massive Windows 10 update, I find that I cannot share files between Windows and Linux on the same computer. WIndows 10 makes it "read only". I went round and round on this several times. Each time I find I have to go to Powershell in Windows and use the administrator function. Then I have to use the CHKDSK /F to fix the disk. Not sure what the issue is but the last few updates have caused sharing issues. CHKDSK /F has fixed it twice on two machines.
