Shared Folders on two computers, only works one way

I have two computers on my home network (MSHOME), I'll call them 75 and 30 (last octet of the LAN IP). 30 is named NEW-PC and 75 is named HP-PC, 75 has the entire C: drive shared as HP-PC-C and 30 has the entire D: drive shared as New-PC-D. Both are setup the same way, password sharing off, 5 users maximum, the "Everyone" group has Full Control, File & Printer sharing enabled.30 sees 75 under Network and I can open it, copy, rename, delete and save files there. 75 sees 30 but if I try to open it I get:
Windows cannot access \\NEW-PC\New-PC-D
You do not have permission to access \\NEW-PC\New_PC-D, Contact your network administrator to request access.
I have verified that all related Services are running, I have tried as the Administrator, ping works fine both ways < 1 ms., I have turned off the Defender Firewall, there are no 3rd party AV or firewalls installed. Machine 30 is build 1709 and machine 75 is 1809 (fresh install). Microsoft of course says that the builds must be the exact same for sharing to work and 30 can see 75 because 75 is "newer". I don't believe them for a second but I am hesitant to upgrade 30 because when I upgraded it to 1709 I had to do a full install and then re-install every program and it's my main PC with 75-80 programs on it. Took two full days to re-install everything.
