winsock download from this site two years old, will it still work?

We have two desktops connected ethernet cable to comcast xfinity all in one box. We pay for business speed. On my husbands 10 year old Mac he is getting almost 400, on my one year old windows 10 high end gaming pc at any given time I'm lucky to get around 200. I have done every single thing I could find to troubleshoot this. Now my question is I came across someone who posted a download a link to your forum with winsock and winsock2 which fixed the same problem he was having as me, but his post was two years old, and I was wondering if it will still work being things change so much so quickly. I am not knowledgeable in networking and have no clue what winsock actually does. Any information you can provide will be greatly appreciated. I realize that I will making backup copies of those keys, but really get nervous mucking around with the registry.

I understand that, but because he is getting the correct speed, that tells me it is not modem or comcast issue. Since I have tried all other troubleshooting guides that I could find I am at a total loss of what else could be causing mine being cut in half /or more at any given time . Appreciate your response!

His Mac is 10 years old and has ethernet cable connected directly to modem as mine is. I have swapped cables and ports with him on the modem and he gets the right speed and I am still getting slow speed, so I am concluding that whatever is going on is going on with something in my pc. Since I have two adaptor cards and one card is only getting slightly better speed than the other the issue is also not hardware ( being two cards being bad not likely). So Comcast, modem, hardware can be excluded as problem in my thought process. Tech support from where I purchased this computer says it may be a windows corruption, but wouldn't a SFC scan and restorehealth find and or fix any problems having to do with this? Sorry I'm just at at a total loss other than reinstalling windows and really don't want to do that unless I really really have to.

What ethernet card has your PC got it it's only 100 meg your not going to get high speed

I have two cards, one is Killer E2500 which is built in and other is Intel gigabit CT, both are capable to get the speed I'm paying for. This is a high end gaming pc that was designed to handle everything. But I just got another card I ordered, since they are cheap enough to be able to at least cross card off the list with no doubts. I can almost always figure out all problems concerning software, hardware... not so much and... networking not even not so much.
