    Yes you can.

I would suggest you first set your system so as not to get any cumulative updates.

Start > Settings > Update and Security > Advance Options on the right

    Attachment 214883

Where I have mine set at zero please place something like 30 days.

I read your description a couple of times. What I take away from this is you installed CU, it didn't work, you removed CU, it did work.

You then through some process of downloading and running the trouble shooter force an update in.

I think I this point I would start with the windows update reset.

In this tutorial Option three there is a way to list Updates. See if the update is list through this mechanism.

Really what I would like to see you do is an inplace repair. Do you have boot media for your version which I assume is 1803?

I guess you couldn't manually remove update.

You said you couldn't do anything with router. Can I ask why?

Can you load your original network driver that came with device.

Unfortunately the original network driver which comes with the disk of the adapter isn't compatible with Windows 10.itried going to the website and I downloaded a Windows 10 driver for the device however it doesn't work.a lot of people are experiencing the same problem.whenever I restart the router and my computer is powered on the internet works.but if I then restart the pc it stops working again. By router do you mean the wireless adapter???

No. The router will be near your service entrance (usually). Some people have a modem and a separate box for router, other have a modem router combo.

The router connects to wireless to your adapter on your device.

Can I ask is your router owned by you or supplied by ISP (Rogers, Comcast, AT&T) ?

Have you called them and told them of your issues. They could likely remotely reload / update.

I know this looks and feels windows issues, especially as it occurred after loading patch.

On another tangent, have you done a Network reset in Windows?

Edit: could you also please connect your device with a wire and see if you get the error. I assume it happens often enough that this should be a short test.
