Same laptop, different users, vastly different internet speeds.

Are both user accounts using the same browser, same add ON's? If you are logging into a local administrator account, have you tried creating a new local user account for yourself. Recheck your down/up speeds.

Yes. We are both using chrome and not using any add on's. I have created 2 folders so that our temp files are put onto my HDD rather than the SSD also so that we can both be logged into our own accounts when in our profile. My user account is a local account that I created when we got the computer (it is also set as an administrator account). I do have the hidden administrator account and guest accounts activated, but don't use the administrator or guest account except when needed. Have also checked my down/up speeds multiple times. Nothing changes no matter what settings I try to tweak.

    Notice you are using IPv6.
I am on IPv4, I have the Iheart radio app open, while listening to the radio station in Tyler, TX., its receiving 64Kbps but will drop in Kbps when it sends out 758Kbps, it will drop down to 0Kbps.
