Since it's appears you don't need/want SMB1, I would make sure it's uninstalled on your PC's (Make sure no boxes are checked). It is an old technology after all.
It's now 2020 November and this problem persists. Are we ever going to get a permanent solution?

I had the same problem with all of my 4 PCs which are on version 20H2. I went through the litany of making sure that all of my PCs were in the same workgroup, checked to make sure that network discovery and print/file sharing were on, turned off password protected sharing, checked that all of the appropriate services were started (set all of them to automatic start), made sure that SSMB1.0/CIFS was installed, and other changes via Secpol, regedit, Gpedit. I pretty much tried everything with no successful results. In desperation, I then created the additional three users on each of my 4 PCs and voila, I was able to have all PCs connect to each other, but had to go through 3 authentication processes on each PC. And now all the shares are available amongst the 4 PCs. It appears that the PCs themselves are being treated as a shared resource just as the shared files/folders ?
Help me understand. You added three additional users ie. one of the PC's had four users and the other three didn't? Then once you added the extra users your networking was back to normal? I've got a problem where one PC is hard-wired and the other is WIFI connected. I can see the WIFI PC in the hard-wired PC's network but not vice versa. Tried most of the fixes in this thread but no joy. It's probably a good thing most of us have more "home time" to help Microsoft troubleshoot their products eh (Can)?

Basically, I added/created users on each PC to reflect the exact user population on the network. So, since I have 4 PCs, I added three additional users on each of the 4 PCs, with the Ids/pswds that were created on the other 3 PCs. Got a 403 error message from your first link. I had to copy and paste from the txt file. I didn't go that route but was able to get things working with a combination of these 2 links.
