One says fast. Other says slow. Which is right? I don't know.

I use speedtest.net to check my connection speed. I have 100/100 service from google fiber.
In Chrome I get this with speedtest:
One says fast. Other says slow. Which is right? I don't know.-st2.png

Recently I found they have an app version of speedtest.
    Using that I get this:
One says fast. Other says slow. Which is right? I don't know.-st1.png

Both show the same download speed.
But why would I get way more upload speed with the app version of speedtest?
And ... which figure is correct?

Both test were run on the same Win 10 desktop/

The second is improbable. You could cross-check using other speed check sites.

What is your ISP offering? They should publish figures for your contract.

When doing the test you have to ensure you choose the same server speeds vary with servers

A lot of the Internet speed will depend upon the various Servers the signal/data is moving through from departure to arrival, hard to know where and how many are being used and how much traffic is on them, the bandwidth being used..

The thing is ... I always get 100 Mbps upload using the web browser connected to speedtest.net.
But when using their Windows app I get between 200 and 250 Mbps upload.
This is true on both my desktop and my wife's laptop.

    I don't understand the discrepancy.

    Steps:
    a. Determine what are the correct figures.
You have the information above and common sense suggests how to check what the figures should be.
    b. Go to your ISPs site or check your contract as to what they offer and support them, or phone them and ask.
    c. If the app is wrong, provide feedback to the authors.

As a user you can only observe. If the app is wrong and incorrectly coded, you have no control over it.

You have already stated it's a 100 down, 100 up service.
The implication is the Apps version is giving a wrong number.

Why not give some feedback back to who ever has written the App and show them the inconsistency.

I get the same inconsistency, on nominally the same server, in my case is about 0.6 Mbps upload.
Depending on the server selected in the App you get a different result up 2x-3x for me, maybe up to 2 Mbps.

A small number are correct and consistent with the Desktop Web version.

I have tried these sort of Apps before, not good. Uninstall is their most useful feature...
Your definition of fast/slow is just a weeny bit different to mine...

I often see with an upload test (not with a download test) that rate is high at the beginning of the test (some sec's) and then slows down to a value corresponding with the ISP abo. No idea whether this is a measurement artefact or an ISP policy.
