Does the new desktop computer have a WiFi adapter installed?
So after installing it, I would see the WiFi in the desktop,
Once the driver is loaded for the WiFi adapter. Windows 10 will either have a built-in driver for it and load it automatically, or the WiFi adapter will come with a driver disk. Since you probably don't have any internet connection on the computer now, if you need to download a driver you will have to use another computer or phone and save it to a USB flash drive to then plug into the computer and load the driver.
Since you are only going to use your phone's hotspot, a simple 802.11n USB adapter should be enough, they are about $5 these days. Your phone may also have the option of tethering via USB. My phone has that option, but I haven't tried it on Windows 10 yet.
