Broadband not working despite all lights active

Hi, Broadband is not working despite all modem lights active, I don't know if pays are due, I tried to load my broadband's expiry redirection page, it won't load neither. Windows troubleshooter says DNS not responding,windows can't communicate with the device or resource. WAN IP, gateway is 10.0.0.1, 10.0.x.x instead of ISP. If I try to ping DNS from Cmd I get request timed out. I tried setting windows, Router DNS to automatic, resetting router, still same.
What could be cause?

Do you have another device that can be used to test Internet access. A smartphone connected wirelessly. (Shut off cellular to ensure signal is going through home router.)

If this is a modem router supplied by ISP call them and get them to test their equipment. If they can test, and your services are paid for you can start to investigate your computer.
