What edition (Home or Pro) is installed on that computer to which you are trying to connect? If it has Windows 10 Home, you cannot use Remote Desktop to connect to it.
You can use Home edition to connect to to other computers only if those other computers are running Windows 10 Pro, Education or Enterprise editions.

It would appear you get this error if one of the machines has had this update, but the other has not.
