Wifi issues

I recently had my router implode and had to replace it with a generic one I was supplied from my ISP. I have had nothing but issues with my network since.
I also changed my small home network IP addresses and this has added to the confusion, it would appear???

I can ping my network devices from the Desktops in the network (6 of them, all Win10) but, the 3 laptops I cannot ping from any DESKTOP but can ping each one
of the laptops from the laptops with NO problems what so ever, weird??

I have checked that Network discovery is on, I have added an inbound rule to allow ICMP and have used the IPconfig, release, flush DNS and Renew but to NO avail,
Right about now I would LOVE to throw all of it off a cliff, can anyone shine a light on this situation PLEASE. :)

While all are on Windows 10 are they all on same version? (1709 or 1803).

Are all devices using wireless?

Are you running same AV on all devices? Have you tried disabling firewalls? (rather than creating rule)

Please check that some of the devices are not on Public. I saw you set discovery to on.

You could also run the following three bolded commands. Use a Command Prompt(admin) or Powershell(admin)

Do not key in info in brackets, there for your information.

ipconfig /flushdns (Clear the dns cache)
nbtstat -RR (release and refesh NetBIOS names)
netsh int ip reset (reset ip settings)
netsh winsock reset (Reset Winsock Catalog)
