I greatly appreciate your help. But, these are things I've already had done before 1803 and though I turned them off and back on again, access is still denied. In fact, after about 12 total hours of messing with this each night, there's not much I haven't found that I've not already done.
I use Bitdefender but turned it and the firewall off and still no luck. And why does my Surface Pro access just 1 computer? Something's fishy with 1803 and yesterday's update didn't do anything to help.
I have 2 computers here working over the network. One was an upgrade to 1803 and the other a clean install. I did have the issue you are having at first on here. After making the changes we have went over, it works.
The only thing I haven't thought to ask you to check is if you network is set to Private? You can see in the Network and Sharing Center.
On the PC you cannot connect too.... Can you open Settings and then click on Network and Internet. In there click on Network troubleshooter. Click I'm having a different problem. Click Allow other computers to connect to this computer. Make the dot on Share files or folders and click Next. Let that run and see if it finds anything. :)
hey i have an update. so i changed my settings to match yours in the screenshot and to my heart's content, it worked! i could access my laptop again (despite the yellow hazard still appearing) but who cares? its transfering now. awesome.

Late getting back but have been busy. I did the above and in the end, both computers came back with the same "Windows requires more information to diagnose the problem-not fixed" message. I'll keep trying but the next few days will find me even busier so I'll have to come back later with any news. But again, thanks for the help. The best tips I've gotten have come from you!
I'll throw in my experience. Updated Surface Pro to 1803 yesterday, desktop still on 1709. Desktop could not see SurfacePro on network anymore; SurfacePro could see desktop. I tried numerous things to no avail, working mostly from the desktop side. Solution ended up being simple: Function Discovery Resource Publication was not running on the SurfacePro after the update to 1803. I set it to automatic and started it. Voila! Everybody could see everybody again.
