I decided to look at the Event viewer and found some errors that might mean something to someone more knowledgeable than me.

    Hey Curious,
You might try WifiInfoView - WifiInfoView - WiFi Scanner for Windows 10/7/8/Vista
    Thank you. Will do.
I'm running sfc/scannow as we speak. (Previously it found nothing but we'll see).
I'm almost at the point of being willing to reset W10 but hate the idea of re-installing all my many programs!

Edit: Ran WifiInfoView but don't know enough t make sense of it.

    Scannow found nothing wrong.

*Is there a tool that checks the windows files themselves?

    Current plan is :
    1. I'm making a full image backup as we speak. (I'm using my smartphone because it is so much faster than W10).
    2. I think the last update changed the remaining drivers to default W10 drivers that slowed everything further. So I will revert my system partition from an earlier image backup before that update. If that is still slow (which it was but less so than now), then step 3.
    3. "Repair" windows 10 without losing data files (which I have backed up anyway).
    4. If all fails, go back to W8.1 if I still can.

**Is there a way to do the W10 repair with uninstalling all my programs? It will be a pain to find all the installation disks!

Suggest: Change DNS Lookup. The easiest way is to use QuickSetDNS

Quickly set DNS servers of your Internet connection on Windows

    File > New DNS Server

Enter name and ip address. Google DNS is shown in the screenshot.

Click green button to set active. Then reboot for good measure.

If connecting via wi-fi grab a copy of this:

    WIRELESS WIZARD | AzulStar

    Run the installer:

Run the program and choose Tools > Test & Fix.

    See if that resolves anything.

Also before doing any of the above power off your computer and reset your router. Then turn the router off then back on.

    Then switch on your computer.

Thank you so much Callender. Excellent suggestions. Better than throwing the baby out with the bathwater. Will try.

Well if that doesn't fix or improve things there's other stuff to try and I'm sure that other members will have suggestions. I remember having issues due to wiring issues in the past that involved stripping back the ends of wires and reconnecting the master socket.

Another thing not yet mentioned. If connecting via Wi-Fi other nearby networks can interfere.

So in my case it would be best to configure router channel avoiding the channels used by other nearby networks.

Callendar you are a genius. I wish I could thank you more.

The router reboot, etc. did nothing to the speeds.

The changing of the DNS server to Google Public DNS immediately increased my download speed from 1.x to 35.6. Not ideal but so much better than it was. :):)

So the problem is definitely with Verizon FIOS dns servers. Actually I couldn't even get to their speedtest page because it would time out 9 times out of 10 tries. When I switched to Google DNS it loaded right up.

So, thank you so very much Callendar. I was ready to trash the PC.

At the risk of getting too greedy, I'm not that excited at sharing any more info with Google. Are there other options or are they all monitoring my internet traffic anyway?

Well if the problem is your ISP's DNS lookup it's better to use something else.

You don't have to use Google DNS - that was just to test.

    You can do a search for providers but here's a few alternatives;

Free and Public DNS Server List (Valid February 2018)

I've used Comodo, Norton ConnectSafe, GreenTeam and a few others. Any time internet is slow i use QuickSetDNS to switch provider just to see if it helps. (It doesn't always help)
