    I don't have a wifi card on this PC only Ethernet. But I ran the netsh/lan/delete command on the existing LAN connection and it seems to solve the problem. Thank you.

    Windows 10 Network Adapter not loading at startup

    Finally was able to solve the network adapter problem by turning off fast startup feature.
