Latest update done, and can no longer access internet

I've been having nothing but bad experiences with Windows updates lately....

About a month ago, I did an update and it completely replaced my OS with a new version causing my default settings to change, eliminating some of my programs and causing many problems for me to fix, which took me awhile to do. With these all done, I decided last Saturday (Jan. 13th) being past the second Tuesday of the week, I would do another update which shouldn't involve the replacing of my entire OS because I heard the next one of those wouldn't be until April. Well, it happened anyway.

After waiting several hours for the download of the updates and then even longer for it all to install, my computer is now in even worse shape. After resetting my default programs again and making other re-adjustments, I tried going online. I was able to connect to Wi-fi, but not able to go to any websites at all. I would type in the address and press "enter", and then nothing would happen would several minutes until I get a message saying something like, "Timed out", or "The webpage cannot be reached".

I then scanned with ADWcleaner and then Malwarebytes to see if anything bad had been installed on my laptop. Nothing was found.

So what can I do now? And why was my entire OS replaced with a new version again so soon? Isn't that supposed to happen like every 6 months or so? The last time was a disaster, so I was going to avoid doing that again, and now it happened again just a month later with even worse results. So again, what should I do at this point?

FWIW, I believe one of the updates in the list was for version 1703, which seems to be the version I now have. What I don't understand is how it could be a "replacement" version since it came out in April of 2017. Doesn't make sense. This update was just done last Saturday, and the previous update was about a month prior to that.

I am not familiar with what you're asking me to do. However, I know what command prompt is. Do you want me to enter all the info you gave me and then press enter? If so, am I to enter all those lines at the same time, or each one individually?

EDIT: After looking up those commands using Google, I have a better understanding of how to do it. I'll try doing it tonight when I get home and give you the results tomorrow.

Ok, I've done everything you said and more. I did it all last night, but still don't have internet. Here's what happened:

Winver: It shows I have version 1709.

Tracert: Showed a path where my signal was going. Places like Minneapolis and London showed up, along with several others.

Ping Adobe.com: It said, "Pinged with 32 bytes of data. Request timed out 4 times. Packets sent--4. Received--0. Lost--4. (100% loss).

IPconfig/all: Showed Wi-fi adapter Intel Dual band wireless--AC 3160. Enabled, yes.

I also did an sfc/scannow to see what it would show. It showed no integrity violations.

I'd like to also point out that I attempted to turn off my Avast antivirus in case it was blocking everything. I clicked the icon but it wouldn't open. I also tried to run Junk Removal Tool. It froze at "Searching for Updates". Malwarebytes and ADWcleaner works though. Found nothing. In addition, I tried using Microsoft Edge as the browser instead of Chrome in case it was Chrome that was causing my issue. Still didn't work. I even tried connecting to a different Wi-fi network in case it was the Wi-fi I was using that was the issue. Same result.

After all this, I shut down and restarted my computer in hopes that it would help. It didn't.
