Thanks Clint and Kado897 - That was the fix for my problem.
Yes, I wasn't too keen on turning Samba on, but it worked! And yes, the unpredictability of how the network manifests on any given day is frustrating. Also, if for example one sets file sharing on in Network & Sharing options, one should not have to tick any options hidden elsewhere, surely. There needs to be a discrete place to say "Yes, see my machine, and yes, see these folders etc".
Thanks to all for their contributions and good luck. I turned Samba on on my PC upstairs, rebooted, rebooted the served W7 PC downstairs and it could see my PC again. So that's better (as long as it lasts!)
Same here. It's been a long time.I searched everywhere for a solution to this problem and while everyone claimed to be able to solve it, nothing they showed me actually worked.
