But you might be able to alter the list of 'My places' - the column of icons Bree has shown on the left-hand side of his left-hand diagram. Doing so would provide an alternative for the shortcuts you cannot use. And here is an example taken from Diane's guidance [see below] - those Kid's files, Data, Fawcette, ... entries are all custom destinations acting as shortcuts.

There used to be a common utility that could change the items in the My places list [PowerToys - TweakUI] and there was a fairly straightforward Registry edit that accomplished it as well. I have not used either of these for a decade.

There was some discussion about updated PowerToys in Announcing first preview and code release of PowerToys for Windows 10 - TenForums

There is a current utility called TweakUI but I cannot tell from its webpage whether or not it has this capability - WinTools.Net TweakUI

I have been looking through my old notes about 'My places' for old Office versions.
    - I found one note that both IE and Office used the term 'My places' for similar things but the Registry changes needed to make them work were entirely different - the only common factor was the name.
    - According to Diane Poremsky, Office 2003 did not even need the Registry edit - Office 2003 could set up 'My places' directly within its SaveAs dialog - Customizing the Office XP and Office 2003 Places Bar
    - I think, therefore, that Diane's is the solution you have been searching for.

    Good Point.

Actually, you can customise My Places without the aid of any tools other than Office 2003 itself. The 'Tools' menu, last on the right at the top, can add any folder you have selected to 'My Places'. They are added at the bottom of the list, but you can rearrange any of the icons in My Places by right-clicking on them and selecting Move Up (or Down)..

These examples are from my own 'rescued' Office 2003 running in Windows 10, version 1903.

So, 'my places' is indeed the solution to the dilemma identified in this thread - it's a workaround to the inability to display shortcuts [and much neater].

[I imagine that I added the link to Diane's article while you were writing your post so you wouldn't have seen it in time]

Yes, indeed. You'll never get Office 2003 to see a proper shortcut, but it has it's own alternative 'shortcuts' in 'My Places'.

I'd be curious to know if the Compatibility Pack that used to be offered by Microsoft and used to make Office 2000, 2002/XP and 2003 able to be compatible with the new file formats of 2007 and later would anything along the line of this discussion.

Unfortunately not, because I've already installed that Compatibility Pack.

Interestingly, Word 2003 DOES display everything including folder shortcuts in it's Open/Save dialogs when you type an asterisk in the file name field.....

Ah! I just saw that it also works if you select "All files" in the file type field:
