I have the same issue. I have tried many things and so far nothing has worked.
It makes me very ill at ease to even think about making changes to the Registry. Any time I have ever done that in the end, I regretted it.
I have to give that a lot of thought.

I merely installed from the old ISO I had (was an enterprise / multiple license copy) on to 1803 build of Windows 10. Office 2010 X-64 BTW.
I did a windows update (was a whole slew of Office 2010 updates - probably about 2 pages / screens worths of them including SP2 - so that shows how old my iso was). No problem at all.
The iso also had project 2010 and visio 2010 on it - these also installed and updated without fuss.
I think though net3.5 was installed on my machine -- not sure if that's required -- warning - if you clean install Windows 1809 versions I think net3.5 won't install any more.
