Does the "Space before line set to 36pts" is a default space no matter what the font size is?
No it is a value I arbitrarily set. Don't forget the total distance depends upon the top margin set and the font size which are also variable.

You can set the spacing in Layout > Spacing

You can also set the spacing by bringing up the Paragraph Dialog

You set the margins in Layout > Margins. The default top and bottom margin is 1-inch (2.54cm) but you can change that.

What about if I make the blank line space by pressing Enter button? What is the distance in one Enter?

When you press Enter, you create a new paragraph. This new paragraph inherits the spacing and formatting of the previous paragraph.

Did you achieve what you wanted? There are easy and difficult ways to achieve this in Word depending what your aim actually is.

The problem is, the font size of each font is different even if they are set in a same point in Word 2013.
    How do you explain this?

You are really going down a rabbit hole on this. There is more to take into account than just the font size. An example is shown below. It is the Arial font with a 72pt size which means the text is 1-inch tall. Single spacing is used.

Note there is extra space added above for ascenders and below for descenders. What is not shown is that there is a fixed spacing between each line I think that is called the line gap. That means even with single spacing the two lines don't run into each other.

All this means is that it is very difficult to calculate the exact line spacing even if you know what font size is used.
