Add gmail account to outlook without text message verification?

I'm trying add my gmail account to Outlook 2019. The last step is hanging me up? It wants to send a confirmation code via text message to my phone. Problem is, it's not a cell phone / smart phone. It's jst my regular landline phone. I cannot see and option to send an automated voice message with the code. Gmail lets me do it, but Outlook won't?

Google has multiple options, in your case the authenticator comes to mind. Do you have it enabled in 2FA?

It's actually Outlook (near as I can tell) thats wanting to use the text message option?
In Outlook I go to File > Add Account
Entering the gmail address is fine, and entering the gmail password goes Ok.
The next step is "Send text message".
And if I select "try another way to sign in", I get the same "get a test message with a verification code".
No way to get past this Outlook verify it's you screen?

    I'm trying to do this.

two step authentication is turned off in my gmail account settings.

You can set up verification on your accounts to call or email you vs text.

Ok, so how do I get that to happen, in Outlook when setting up my gmail account?
I have done it in Windows in the past. I'm not seeing any hint at how to get that option "in Outlook" though?

A screenshot might help us identify whether it is MS or gmail that is responsible for this (my guess is gmail). The MS instructions you linked to say that no verification should be required if 2FA (in gmail) is off.

I suggest you turn on 2FA in gmail, and try again.
