But they could be frames - and they might have accidentally been added to a style definition.
I find this less likely. I could not reproduce your diagram exactly. I had to add blank lines of a different style in between them to get this diagram of frames:

Whatever the explanation turns out to be, I suggest you use File explorer to go to your Normal.dotm or, if the former does not exist, Normal.dotx and set the file to be read only.
I have found this to be the only reliable method of avoiding changes being made to my templates.

The problem is they don't look like section breaks.
The OP has Show/Hide set to Show.
It is apparent that they are not section breaks. The only way I could come close to what the OP is showing is to put borders around each paragraph. That shouldn't be saved. I am not sure if that could be saved in the Normal template.
If it is a style you could remove it.
Select all text.
Click on arrow at bottom right of Styles.
Click on Clear All
As a last resort the Normal template could simply be deleted. Word would then automatically recreate it with the default settings. The only drawback is you would lose any customizations you made to it.
