What would cause an excel ss to indicate it's locked? What am I doing wrong & how can I prevent it.

I've only seen that when it was already open or otherwise in use, such as being used by a backup utility.
Perhaps posting a screenshot of the error dialog would help with diagnosis.

Perhaps use small, free LockHunter? It adds a very useful context-menu entry when you right-click on a locked file and a dialog showing you the locking process... and a way to unlock it.
