I'm normally just signed in to a local account.
How do you create a local account in Office 2020?
My MSOffice 2021 lets me save my files on my local hard drive. Are you saying that yours does not?
Yes, but it's also saving a copy to the cloud.

I've also never seen a de-bloater for Office. Only for the Win11 OS, itself.

You don't create the account in Office, you create the account in Windows and then you use Office while you are logged in to that local account. Add Local Account or Microsoft Account - TenForumsTutorials

When you save to your local drive it should do just that not there & in the cloud.
If you are in an MSAccount, there are syncing facilities you can make use of. Perhaps that's what is going on. Syncing facilities do not work for local accounts so using a local one should avoid that problem.

Similarly, I think those people who referred to debloaters were talking about Windows not Office.
